Susan Spence
Board Chair
Susan has over 30 years of experience in university and academic leadership, strategy and operations. Her career has included positions with Dalhousie University, the University of Texas M D Anderson Cancer Center and St. Thomas Hospital in London, England. Her Board experience includes serving on the Boards of Nova Scotia Heart and Stroke and Nova Scotia Health.
Ann Foran
Vice Chair
Ann is the Senior Vice President - Government Business, at Medavie Blue Cross. Ann has over 30 years of experience working with governments in the health industry at a provincial and federal level. Ann’s current volunteer involvement also includes working with Dartmouth Housing as a Board Member.
Charmaine McPherson
Secretary
Charmaine has worked with Indigenous Services Canada, the NS Department of Health & Wellness, and St. Francis Xavier University. In addition to her positions within the education and healthcare sectors, Charmaine is a private business owner and holds a PhD in nursing from McMaster University.
Randy MacMillan
Treasurer
Randy is the President and CEO of Scotia Investments Limited. He has extensive knowledge in the financial sector, strategic management processes, and experience in healthcare operations and development. Today, he leads the Scotia Investments Family of Companies, overseeing 1,500 employees across seven companies producing environmentally friendly products that uphold the company’s commitment to its core values of long-term stewardship, environmental integrity, and community wellbeing.
Mitchell Archibald

Mitchell is an experienced non-profit leader with a diverse professional background, specializing in governance, policy, and strategy. He has a long history of supporting and leading student and youth-serving organizations, and is passionate about addressing housing barriers and enhancing opportunities for students and young people.
Erica Armstrong
Board Member
Erica is Director, Executive Search at Royer Thompson. She has over a decade of experience in executive search and higher education. Erica is a passionate volunteer focused on seniors, health care, and veterans.
Ruby Murphy-Collins
Board Member
Ruby brings more than 30 years of executive leadership, financial management and governance experience to the Board. Her career includes senior leadership roles with Armour Transportation Systems and Clarke Freight Transportation Group, as well as extensive service on industry boards and committees. Ruby is recognized for her strategic insight, collaborative leadership and commitment to mentorship and developing future leaders.
Janice Tanner Ernst
Board Member
Janice is a Partner at KBRS. With a passion for cultivating effective work environments, Janice believes making people a priority in organizations is best for the bottom line and the right thing to do. She is also actively involved in community building initiatives personally and professionally and encourages organizations to do the same.
LeeAnn Larocque
Board Member
LeeAnn has worked in healthcare for over 25 years, holding positions at all levels of leadership, including her current role as Vice President of Clinical Care and Chief Nurse Executive at the IWK. Her experience has included developing and implementing numerous health system improvements that guide healthcare delivery for children, youth, and women within the province and better the lives of Nova Scotians.
Alan MacPherson
Board Member
Alan is an entrepreneur and business owner with experience in manufacturing, healthcare, finance, and property development. With a desire to support and enhance the lives of Nova Scotians, Alan has held positions on several boards and committees for organizations like NSCAD, Ronald MacDonald House Atlantic, IPOANS, and the Construction Association of Nova Scotia.
Mahbubur Rahman
Board Member
Mahbubur is a Program Manager with the Government of Nova Scotia and a recognized leader in project management, public administration, and community engagement. With more than 21 years of experience across government, academia, engineering, and the nonprofit sector, he brings a strong background in strategic planning and organizational leadership. Mahbubur currently serves as President of the Project Management Institute Nova Scotia Chapter and is actively involved in community health governance throughout Nova Scotia.
Jennifer Best-White
Board Member
Jennifer is a finance executive with more than 20 years of experience in financial leadership, governance, and strategic planning across infrastructure, transportation, logistics, and private enterprise organizations. She currently serves as Vice President, Finance with the Micco Group of Companies. Jennifer brings extensive expertise in financial oversight, risk management, capital planning, and organizational transformation, and has significant experience supporting boards and audit committees.
